About the company
CDM Competence Ltd was set up in August 2008 by CDM Co-ordinator Siobhan Molloy in a bid to make the construction industry safer and reduce the shocking number of fatalities occurring year on year.
The company was created to launch a health and safety initiative, the industry’s first ever 'Competence Directory', created to assist duty holders to comply with their responsibilities and obligations under the Construction (Design and Management) Regulations 2007.
Not only will it make the industry safer but it will also relieve companies of the current laborious approval process, saving them time, energy and above all money.
About Siobhan Molloy
Siobhan Molloy has been in the construction industry for 20 years.
Her first foray into the industry began in 1989 as an architectural technician before becoming a Planning Supervisor on construction projects across the UK, following the implementation of the Construction (Design and Management) Regulations in 1994.
As a CDM coordinator Siobhan launched her own company Building Health + Safety Limited, in February 2004, providing companies with specialist advice on the health and safety aspects of each individual project.
The company’s impressive experience spans over new build, refurbishment, repairs and demolition projects across the commercial, retail, industrial and residential sectors.
Siobhan counts Marks and Spencer’s, IKEA, Sainsburys, Manchester University, Maghull Developments, Manchester Royal Infirmary and United Utilities as a few of her many clients.
REGULATION 4 CDM ‘07’ COMPETENCE
- No person on whom these Regulations place a duty shall:
a. Appoint or engage a CDM co-ordinator, designer, principal contractor or contractor unless he has taken reasonable steps to ensure that the person to be appointed or engaged is competent;
b. Accept such an appointment or engagement unless he is competent;

You can comply with Regulation 4 of the Construction (Design and Management) Regulations in two ways.
